وجه البروفسور شبلي الملاط رسالة الى مجلس الأمن، جاء فيها:
أعوّل في عمل فرنسا الحثيث بمجلس الأمن صدورَ قرار لا يقتصرعلى منع التصعيد بكلمات طوباوية لن تمتثل حكومة إسرائيل له لحظة واحدة ، إنما بقرار يصدر هذا الأسبوع بكيفية فرض وقف إطلاق النار في الجنوب اللبناني، كما فرض وقف إطلاق النار في غزة والضفة عملاً بقرار مجلس الأمن 2735 الذي تعطله الحكومة الاسرائيلية مند اتخاذه إجماعاً في 10 حزيران.ويتم الفرض باعلان وقت قريب لوقف إطلاق النار. إذا تمنعت اسرائيل بالامتثال تكرّس حق لبنان بالإستعانة بحكومات شجاعة في المنطقة وخارجها لفرض السلام على نتنياهو وشركائه في الجريمة بقوة الشرعية الدولية.هذا ينبع من حق لبنان بالحماية R2P, Right to Protect في القانون الدولي.ومع الاستاذ وليد جنبلاط والدكتور ملحم خلف وغالب النواب ، أكرر أهمية وجود رئيس للدولة يجتمع حوله لبنان ليتحمل المسؤولية وطنياً ودولياً وتفعيل حق لبنان بالحماية.لن ننسى يوم الاثنين 23 أيلول الاسود بضحاياه الخمس مئة.
Mallat to the Security Council: Lebanon’s Right to ProtectionI rely on France’s active work in the Security Council to adopt a resolution that is not limited to preventing escalation in utopian words that the Government of Israel will not comply with for a single moment, but to adopt a resolution that IMPOSES a ceasefire in south Lebanon, and IMPOSES a ceasefire in Gaza and the West Bank pursuant to UN Security Council Resolution 2735, which the Israeli government has blocked since its unanimous adoption on June 10.A date for the ceasefire must be included in the Resolution. Israel non-abiding with this date will pave the way to Lebanon implementing its right to seek the help of courageous governments in the region and beyond to IMPOSE peace, with the force of international law, on Netanyahu and his accomplices in crime.This is Lebanon’s right to R2P, the Right to Protect in international law.With Walid Jumblatt, Melhem Khalaf and the massive majority of Lebanon’s deputies and our people, I reiterate the importance of electing a head of state, around whom Lebanon will gather to assume responsibility nationally and internationally, and activate Lebanon’s R2P as needed in these moments of genocidal frenzy.We will not forget the five hundred Lebanese victims of darkesty, .
